Many landowners live outside the area, often hundreds or more miles away, and as a result, they rarely get a chance to check on their property to see if everything is okay. With these properties, even for local owners, it's hard to know if people are trespassing or if people are dumping trash and other junk or dangerous materials or chemicals. Also, landowners often don't know if illegal hunting and other non-approved activities are happening on their land.
